The Ministry of Digital Development, Communication and Mass Communications plans to extend to the adoption of the relevant EXPENTIVE Act, within which users are provided with free access to socially significant web resources for the “Affordable Internet” project. Recall, in December last year, the Ministry of Fields extended for six months the deadline for the experiment on the provision of free access to socially significant Internet resources. The project “Affordable Internet” is implemented from April 1, 2020. It involves the largest telecom operators, including Rostelecom, Beeline, MTS, MegaFon and Er-Telecom Holding, as well as virtual mobile and regional operators. They provide customers with access to almost 400 websites even at zero account balance. The list includes Yandex and Mail.Ru Group services, as well as media sites, TV channels, banks, marketers, taxi aggregators, food delivery services, etc.
In parallel with this, the corresponding draft federal law has developed in the Ministry of Media, which was submitted to the State Duma on December 29, 2020.
